Call for applicants for the Haliburton County OPP Detachment Board
Are you interested in participating in community service and making a substantial contribution to your municipality?
The County of Haliburton is inviting applications from community members to join the newly-formed Haliburton County Ontario Provincial Police (OPP) Detachment Board as required under the Community Safety and Policing Act, 2019.
The Community Safety and Policing Act, 2019 (CSPA) came into force on April 1, 2024. The intent of the CSPA is to modernize and create a sustainable framework to enhance civilian governance and to improve community safety through the provision of tools, resources and financial support to police agencies.
The CSPA includes legislation introducing "OPP Detachment Boards" for all jurisdictions across Ontario that receive police services from the OPP, including jurisdictions like Haliburton County that did not previously have Police Service Boards. The Haliburton County OPP Detachment Board replaces the Haliburton County Community Policing Advisory Committee (CPAC).
We are seeking 2 community representatives to form a 7-member board. The other 5 representatives will be elected officials (one Council member from each municipality), and 1 representative will be a Provincial appointee.
Members of the Haliburton County OPP Detachment Board will be responsible for:
- Oversight of the OPP Detachment Commander’s local action plan
- Presenting an annual report to Council
- Preparing rules and procedures
- Creating by-laws, local policies and board policies
- Preparing board estimates/budget to Councils for board operations; and
- Completing mandatory board training
Community appointees to the Board will be appointed at large throughout the detachment area. Their appointments shall be for the duration of the Board term, i.e. the Council term, and until a successor is appointed.
Appointees to the Board will receive compensation at a per-diem rate.
To become a community member representative, you must:
- Be a resident (permanent or seasonal) of Haliburton County;
- Be a minimum of 18 years of age;
- Be a Canadian citizen or permanent resident of Canada and;
- Pass a criminal record check (to be completed by the community member after appointment to the Board).
As per O.Reg 135/24, community members appointed should be neither a member of the council, nor an employee of the member municipalities.
The following are ineligible from being members of the Board:
- A judge or justice of the peace.
- A member of a police service, a special constable, or a First Nation Officer.
- Any person who practises criminal law as a defence counsel or as a prosecutor.
- A director, officer or employee of a prescribed policing provider.
- A former member (retired or otherwise) of a police service who served in the Policing Service(s) of the Board Detachment area.

The deadline for applications will be no later than 4:30 p.m. on Tuesday, August 20, 2024.
