County of Haliburton Growth Management Strategy

The County of Haliburton's Growth Management Strategy was undertaken for County Council in 2014. This strategy formed the basis for the growth projections that are contained in the County Official Plan. In January 2023, County Council commenced with its Comprehensive Review – Growth Forecast Analysis. It is anticipated that this study will be completed later in the summer of 2023. Its findings will used to update the conclusions of the 2014 strategy. Emergency Management Plan

The County of Haliburton Emergency Response Plan is intended to provide for effective coordination of human and material resources to assist our municipalities, communities and our County as a whole in mitigating the effects of emergencies

Haliburton Public Transportation Implementation Plan

In 2019, County Council considered the Final Report - Haliburton Public Transportation Implementation Plan.  In the report, the consultant noted that Haliburton lacks a county-wide public transportation service that can provide basic mobility for residents and visitors. In an effort to increase local transportation options, a partnership between the County and numerous community partner agencies, known as the Transportation Taskforce, was formed. The Taskforce developed a business case for a municipally-run transportation service suitable to meet the needs of residents which was approved by the County of Haliburton Council for implementation. This report develops an implementation plan for the provision of a booked shared ride service in Haliburton, building on the work done by the County and the Transportation Taskforce to date. The Haliburton Public Implementation Transportation Plan looks at how public transportation in the County of Haliburton could be implemented. This report develops an implementation plan for the provision of a booked shared ride service in Haliburton, building on the work done by the County and the Transportation Taskforce to date.

County of Haliburton Housing Strategy

In 2013, the County of Haliburton Housing Strategy is part of the work being undertaken to meet the requirements in the County’s Official Plan to develop a housing strategy.  The goal of this housing strategy is to identify an approach to better address the challenges that the County faces with regard to the provision of housing in the community and support the development of a growth management strategy. 

The County of Haliburton Housing Strategy describes the housing profile of the County and identifies a long term action plan that will address the housing needs and issues faced by different population groups throughout the County.  The Housing Strategy was undertaken in three phases.  The first phase involved undertaking a demographic, economic, and housing market analysis of data and trends to identify gaps in the demand and supply of housing in the County.

The second phase was comprised of reviewing current housing policies and programs in the County to ensure consistency with provincial requirements.  This phase also included evaluating the opportunities and impediments of the identified policies and programs and drafting recommended housing actions to address the housing needs identified in the first phase of the study.

The third phase consisted of the development of the County of Haliburton Housing Strategy, which builds on the work done in the first two phases and sets out a strategy to address the housing issues in the County. A broad range of community representatives from the public, non-profit and private sector were consulted throughout the development of the Housing Strategy.  Surveys, interviews, focus groups and two workshops were conducted to validate the identified housing issues and provide feedback on recommended actions.
