The Growth Strategy provides a comprehensive assessment of the County’s long-term population, housing and employment growth potential to the year 2051, within the context of local and regional economic conditions and growth drivers. Listed below are some key findings in the report:
- It is anticipated that there will be an annual permanent population growth of 1.0%, reaching a projected permanent population of 28,200 by 2051. This conservative growth rate has been applied to the County as a reflection of identified municipal water and wastewater servicing capacity constraints which limits the amount of growth that serviced settlement areas in the County are able to accommodate.
- The County's aging population will have implications on future housing and service needs as the 65+ population is set to increase from 35% in 2021 to 45% in 2051; comparatively the provincial forecast for the same age group is 20% in 2046.
- The County is projected to see an increase of approximately 3,800 permanent housing units (approximately 126 households per year) over the 2021-2051 planning horizon. This figure includes new construction (68 new units per year) and the conversion of seasonal dwellings to permanent residences (58 conversions per year). Seasonal conversions are expected to represent about 40% of the overall growth in permanent households.
- It is anticipated that 91% of housing growth will occur in the rural area, and 9% will occur in the urban settlement areas. By 2051, this will result in a rural/urban split of 80%/20%.
- The employment base is predicted to increase by 1,500 new jobs by 2051.
The Growth Strategy update also provides recommendations to facilitate fostering sustainable long-term growth and enhancing both urban and rural development within the County. Through a future comprehensive Official Plan Review, staff will consider these recommendations for inclusion into the County Official Plan.
