Haliburton County Official Plan

The County of Haliburton’s Official Plan outlines policies for land use in our community. It’s prepared with input from public agencies and individuals, as well as County and local councils. 

What is the purpose of an Official Plan?

An Official Plan sets the framework for land use planning in the community, including:

  • Where new residential, commercial, industrial, and recreational uses will go;
  • What services like roads, water mains, sewers, parks, and schools will be needed;
  • When, and in what order, parts of the community will grow;
  • Community improvements.

The County of Haliburton’s Official Plan

Our Official Plan does the following:

  • Outlines general land use planning policies for the County;
  • Makes sure growth and development needs are met and co-ordinated between us and the local municipalities;
  • Clearly identifies how lands and resources are to be used today and in the future;
  • Provides a framework for regulations and standards for local Official Plans, Zoning By-laws and other planning documents;
  • Identifies Council’s commitment to the future of our County and each of our communities.

The County of Haliburton's Official Plan includes general policy direction for the development of all lands located within Haliburton County. The plan includes land use designations, policies for orderly development, as well as policies to protect sensitive environmental features, like lakes, rivers, wetlands, and animal habitat.

County of Haliburton Official Plan 2017

The County of Haliburton has recently completed an update to its Growth Strategy and has completed updated flood mapping for the Gull and Burnt River watersheds. 

These projects and their final reports/deliverables have been endorsed by Council but have not yet been embedded into the County's Official Plan. Regard should be had for their findings.

Applications to amend the Haliburton County Official Plan are available by request. Please email planning_services@haliburtoncounty.ca or call 705-286-1333 to speak to a planning staff member. 

Applicants are strongly recommended to pre-consult prior to submitting an application. 

Each of the local municipalities in Haliburton County maintains a local official plan, which contains more detailed land use designations and policies. 

All local official plans must conform to the County's Official Plan. Where there is a conflict between the two plans, the Planning Act directs that the County policy shall prevail.
