Public Participation

Participate in the Planning Process

All applications that are considered under the Planning Act in Ontario include a public participation component. The County of Haliburton welcomes and encourages public participation in the planning process. 

Please click the dropdown tabs below to see how you can participate in the planning process. 

Applications for consent (also known as severances) are processed by the County and heard by the Land Division Committee in accordance with section 53 of the Planning Act. To learn more about consent applications, please click here.

The Land Division Committee typically meets on the second Monday of each month at 1 pm. This meeting is currently held electronically via Zoom. Agendas for the Committee meetings are posted to the County's Civicweb portal and can be accessed here.

How to Participate:

There are two ways that you can participate in a Land Division Committee meeting:

Written Comments:

Any member of the public can provide written comments to the Committee. Provided these comments are received by noon on the day of the Committee meeting, the comments will be provided to the Committee at the meeting. Failure to provide comments prior to a decision unfortunately means that the comments cannot be considered by the Committee.

Attend a Land Division Committee Meeting:

Any member of the public may attend and speak at the Land Division Committee Meeting. Oral comments provided must focus on the merits of the planning application. Each speaker is provided five minutes to address the Committee. 

If you wish to attend a meeting, please contact the Secretary-Treasurer of the Land Division Committee at planning_services@haliburtoncounty.ca or by calling 705-286-1333. Attendance should be requested by 4 pm on the Friday before the meeting.

Applications for subdivision are processed by the County and considered by County Council in accordance with section 51 of the Planning Act. Plans of Condominium are processed under the Condominium Act in accordance with Planning Act processes for subdivision approvals.

How to Participate:

Any member of the public can provide written comments to Council. Provided these comments are received prior to the meeting where Council will be making a decision, the comments will be provided to the Council at the meeting. Failure to provide comments prior to a decision unfortunately means that the comments cannot be considered by Council.

Can I speak to Council regarding the application?

The Province of Ontario amended the Planning Act to remove the requirement for a statutory public meeting for plans of subdivision. The County follows the Planning Act for public consultation, and as such, you must provide written comments if you wish to have your views or input included in the public record. 

If you wish to attend a Council meeting, County Council generally meets on the second and fourth Wednesdays of each month. There is no public meeting or public feedback forum at County Council meetings. 

Anyone who wishes to speak to Council on any matter must make a delegation request to the Clerk. Information on speaking before Council can be found here on our website.

Amendments or updates to local official plans are processed by the County and considered by County Council.  The County has been delegated authority from the Province to approve, modify, or turn down amendments or updates to local plans. 

Local official plan updates or amendments are processed and heard at the local level. A public meeting (and open house, if required) are held by the local Council for the purposes of receiving the views of the public. Council can then adopt the amendment, and it is sent to the County for review. 

Adopted amendments are considered by County Council for formal approval. Agendas for the Council meetings are posted to the County's Civicweb portal and can be accessed here.

Any comments provided to the local municipality are forwarded to the County as part of the application record. Any member of the public can provide additional written comments to County Council prior to a decision being made. Can I speak to Council regarding the application?

Local official plan amendments require a local public meeting. Anyone wishing to speak on the application should attend that meeting and provide their comments to the local Council. 

If you wish to attend a County Council meeting, County Council generally meets on the second and fourth Wednesdays of each month. There is no public meeting or public feedback forum at County Council meetings. 

Anyone who wishes to speak to Council on any matter must make a delegation request to the Clerk. Information on speaking before Council can be found here on our website.

Any proposed amendments to the County's Official Plan (whether through a third party or initiated by Council and staff) are processed in accordance with the Planning Act. For most amendments and plan updates, the County is exempt from a requirement that the Province approve our amendments. 

The County will hold a statutory public meeting for all applications, and may hold additional open houses or public meetings for plan amendments or updates that require greater public input (such as a comprehensive review).
